ACS and Acciona from Spain French infrastructure investment firm Meridiam will design, build, finance and operate the SR 400 Express Lanes project in Atlanta.

The 20km project, awarded as a public-private partnership model by the Georgia Department of Transportation, will take around six years to complete and is worth about US$8.65 billion.

Dragados USA and Acciona Construction USA will be responsible for the design and construction, while Acciona Concesiones and ACS Infrastructure Development will be in charge of maintenance.

According to GDoT, The project will add new express lanes in both directions along a 24km section of SR 400. Similar to the other operational Georgia Express Lanes facilities in the metro area, the new express lanes will have variable-priced tolling. There will also bje for the first time along the SR 400 bus rapid transit.

Construction is expected to start next year with completion in 2031.

The Georgia Department of Transportation (Georgia DOT) and the State Road and Tollway Authority (SRTA) together said that they had used “a best-value procurement method” for the project. The method scores both technical approach and financial proposals with SR 400 Peach Partners, which also includes civil construction firms Dragados and Parsons.

The private sector partner will incentivise the use of the express lanes over the 50-year partnership. Toll rates will be subject to the tollway authority’s contractual requirements. The SR 400 Express Lanes will operate with the use of a Peach Pass transponder or another interoperable transponder. Customer billing will be performed by the tolling authority as it is with the four express lanes facilities currently operational in Georgia.

The SR 400 Express Lanes will be part of the larger Georgia Express Lanes Network.
