For the first phase, three highways with a combined length of 21.2km will be constructed. They are the Air Itam to Tun Dr Lim Chong Eu Expressway bypass, the Gurney Drive to Tun Dr Lim Chong Eu Expressway bypass and the Jalan Tanjung Bungah-Teluk Bahang paired-road. The delay has been attributed to a hold up with the environmental impact assessment for the project. The Malaysian Department of Environment has given its approval for the work and the tunnels are due for completion by 2023.

Meanwhile work on the East Klang Valley Expressway (EKVE) is also being carried out in Malaysia. The work is costing $67.83 million.
