Russia’s road development programme is being planned

Russia’s Transport Ministry is setting out its plans for a major programme of road development. Called the Safe and High-Quality Roads national project, this programme of works will be for the 2021-2030 period.

The budget calls for a massive US$174.14 billion being spent on improving Russia’s road network. The aim of the programme is to repair, maintain and upgrade some 60% of all the regional roads in Russia, as well as the links between major population centres.

The programme is intended to ensure that all urban locations with a population over 20,00 or more will benefit from Federal funding to improve roads.

    Targets are being set for road investment, construction and repairs in Russia. To meet the country’s infrastructure needs, Russia’s National Association of Builders estimates that some 1,500km of roads must be built/year. Meanwhile the highway authorities in Moscow are aiming to repair around 33% of the city’s road surface every year.     The Russian highway authorities intend to invest a massive €16.78 billion (US$24.23 billion) in road construction and repairs during 2011. This investment will come from federal and regional budgets and represents a 40% increase over spending made in 2010. The plans involve repairs to 5,500km of road surface at a cost of €2.11 billion ($3.046 billion).
