Saratov is a city and the administrative centre of Saratov Oblast and a major port on the Volga River. The city is upstream of Volgograd and has a population or around 840,000, according to a 2010 census.

Engels is a port city on the Volga River and directly across from Saratov to which it has been connected by a bridge only since 1965. The population of Engels is around 203,000. The city is named after the German social scientist who co-authored Karl Marx to publish in 1845 The Condition of the Working Class in England, based on personal observations and research in Manchester, UK.
