Montenegro ensuring sound motorway financing

Montenegro is ensuring it has sound financing in place for the new Bar-Boljare highway that will link it with Serbia. Montenegro is ensuring it has sound financing in place for the new Bar-Boljare highway that will link it with Serbia. The country has a €687 million loan in place for the project that was provided by China's Exim Bank. The country’s Ministry of Finance is setting out a strategy that will protect it from risk. The loan was provided (in US$) for a 20 year repayment period, with a grace period of six years. However Montenegro’s Ministry of Finance is taking steps to prevent any future currency fluctuations from having a negative effect. In all, the project is expected to cost some €810 million. The first stretch of the highway will be constructed by the China Road and Bridges Corporation (CRBC) company.

    Montenegro has spent €198 million on road maintenance and construction in the past five years, according to Mirsad Ibrahimovic, director of the Directorate for State Roads. The government also announced this past summer that construction of the Bar-Bolijare highway is being accelerated.     Israeli firm Solel Boneh is one of the preferred bidders for a toll road project in Montenegro, along with an as yet un-named European company. The tender is worth €1 billion and is for a 30 year concession for a 170km toll road. The project is Montenegro’s first PPP and is also the country’s largest ever infrastructure package. The road will run from Boljare on the Serbian border and the Adriatic Sea port of Bar.
