The Canadian province of British Columbia has shortlisted three consortia for its Highway 91/17 upgrade project in 199 Delta, next to Vancouver on the Pacific coast.

1313 Kiewit Construction Services will work as design-build contractor while 2782 WSP Canada will act as the design firm.

Pacific Gateway Constructors and Ledcor CMI will work as lead design-builder along with 8786 Aecon Infrastructure Management and Bel Contracting as design builders and McElhanney Engineering Services as the designer.

Finally, Gateway Legacy Partners consisting of Graham Infrastructure and BA Blacktop, will be design-builders, along with 3220 Parsons as a design-builder and lead design firm and also Urban Systems and EXP Services as design firms.

The contract for the routes along the Fraser River Valley will be awarded this autumn with completion expected in 2023.

Funding is from the federal Canadian government’s National Infrastructure part of the New Building Canada Fund, the British Columbia government and the Vancouver Fraser Port Authority.

The project is part of a larger US$186 million programme that began last year to improve access to local port facilities and the nearby Tsawwassen First Nation treaty lands.
