Russia's 2865 Federal Highway Agency (Rosavtodor) is setting out plans for a massive highway building programme that will last until 2020. Rosavtodor plans to invest US$54.75 billion on construction a network of new toll roads in Russia. In all, the programme calls for the construction of 1,159km of toll roads. It is not clear whether further financing will be required from private sources but given the scale of the works planned, it seems likely that Rosavtodor will want to encourage private investment. Meanwhile completion of the new M-11 Moscow-St Petersburg tolled highway now looks likely to be delayed from 2018 until 2019.

This is down slightly, from $1.82 billion spent in 2014, according to estimates by the land transport agency NTT. Work this year includes a stretch of the BR-050 motorway operated by MGO, which already has seen around $104 million. Road operator Concer, which administers sections of the BR-060, BR-153 and BR-262, invested nearly $88 million between 2014 and the first quarter of 2015. Arter
