Russian roads revamping

Russia's Federal Highway Agency (Rosavtodor) is setting out plans for a massive highway building programme that will last until 2020.

Russia's 2865 Federal Highway Agency (Rosavtodor) is setting out plans for a massive highway building programme that will last until 2020. Rosavtodor plans to invest US$54.75 billion on construction a network of new toll roads in Russia. In all, the programme calls for the construction of 1,159km of toll roads. It is not clear whether further financing will be required from private sources but given the scale of the works planned, it seems likely that Rosavtodor will want to encourage private investment. Meanwhile completion of the new M-11 Moscow-St Petersburg tolled highway now looks likely to be delayed from 2018 until 2019.

    The RADOR association, the leading organisation for advocating, planning, financing, building and maintaining roads in Russia’s regions, estimates the country’s North-Western Federal District needs US$5.367 billion (RUB 161.8bn) for road network repair and maintenance every year.
