The project is worth close to US$157 million, with the majority of the funding being delivered by the consortium partners and the remainder from a Colombian Bank. The consortium is led by Mincivil with a 57.43% stake. It also includes Universal with a 16.7% share, Castro Tcherassi with a 13.81% share, Civilia with a 7.05% share, Integra de Colombia with a 4.84% share and Ofinsa Inversiones with a 0.27% share. The project was awarded by Colombia's National Infrastructure Agency (ANI).

The project involves widening the highway so that it features five lanes in either direction. This will allow it to better handle both the current and future traffic volumes and should cut journey times between Bogota and La Caro from 50 minutes at present to just 25 minutes when the work is complete in 2021. The capacity on this stretch is currently not sufficient and the highway suffers heavy congestion at peak periods. The project also includes building a dual carriageway stretch on Carrera Septima as well as constructing facilities for cyclists and pedestrians.
