The project is expected to have considerable input from the private sector and to be carried out under a build-operate-transfer model. A number of international contractors have been in talks with the Yangon City Development Committee (YCDC) over the project. Various entrepreneurs from Myanmar itself as well as a major firm from over the border in Malaysia have also been in discussion with the 943 Asian Development Bank and the YDC with regard to the project.
