Russia intends to double the scope of its road building programme

The Russian Government is looking at options with regard to doubling its road construction programme by 2023. The Russian president, Vladimir Putin, previously made a decree of doubling the road construction programme with a view to improving and increasing the country’s transport links. To achieve the target set by the president the country will have to build an additional 780km of federal highways and 2,940km of regional roads. The financing for the new highway construction programme has yet to be reveal

The Russian Government is looking at options with regard to doubling its road construction programme by 2023. The Russian president, Vladimir Putin, previously made a decree of doubling the road  construction programme with a view to improving and increasing the country’s transport links. To achieve the target set by the president the country will have to build an additional 780km of federal highways and 2,940km of regional roads. The financing for the new highway construction programme has yet to be revealed. However it seems likely that the links will be offered under concession packages and that the highway will be tolled.

    The Russian Ministry of Transport is setting out a major programme of transport infrastructure improvements, with a budget of US$175.56 billion being planned. Russia has 511,000km of regional and municipal roads at present, around 43% of the country's total network. The aim is to increase the percentage of roads with federal and municipal status to 50%, which will require around 40,000km of roads to be upgraded by 2024.
