Foreign financing looks likely for much of Colombia’s 4G road programme. Colombia's national infrastructure agency, ANI, has said that there are 13 funding sources from outside of the country that are keen to provide financing for the 4G road development plan. Those showing an interest include pension funds and capital funds. Chinese and Middle Eastern financing for Colombian road development is also a possibility. Construction consultants McBains Cooper has won a contract to help improve public-private partnership skill for the Colombian city of Medellin.
McBains will train Medellin PPP Agency to help implement PPP procured projects in the city, Colombia’s second largest. Apart from road works that will include a new urban highway, projects will be across the transportation sector as well as in education such as school construction.

Work is well underway on a new road and tunnel project, which will provide an improved connection between the Colombian city of Medellin and its airport. The new link will measure 24km long in all and the construction work is expected to cost over US$342 million, with completion due at the end of 2018. The project is known overall as the Oriente Tunnel, with the work being carried out as a concession by Concesion Tunel Aburrá-Oriente. The project comprises four sections in all.
