The road is being built in two stages and will link Nhat Tan Bridge, to the north of the city, with Noi Bai International Airport. The first phase of the access road construction will be for a section nearly 8km long, with the second section measuring over 4km. Completion of the work is expected in 2014. The Vietnamese Ministry of Transport (MoT) is the client for the work, which is being jointly funded by the state and by financing from Japan.
