The authorities in the Russian city of St Petersburg plan to invest heavily in transport infrastructure. A budget of US$59.24 billion in all has been projected for the necessary work. Final approval has to be given for the budget at this stage.
Two major road projects are being planned for Russia’s first and second cities, Moscow and St Petersburg. Bidding is opening for the project to build a stretch of Moscow’s North-East Expressway. The work is expected to cost around US$780.6 million and includes building five viaducts and three bridges, as well as rebuilding the existing Novosavinovsky Bridge.

Construction work on the Central Section of Russia’s Western High-Speed Diameter (WHSD) in St Petersburg is complete, with some small detail work now being finished off. The WHSD connects the Southern, Central and Northern sections of St Petersburg and will open to traffic at the end of December. VTB Capital was a key participant in funding the construction of the Central Section and is a major shareholder in the consortium that will operate the entire WHSD route.
Major cost reductions are being seen on some key highway projects in Russia including the new ring road project in St Petersburg, where the reduction is US$192.31 million. The management of the ring road in St Petersburg has signed an agreement with the main contractors (Flora, the corporation Inzhtransstroy) to cut costs by 12-17.6% in 2009-2010.
