Plans are in hand in Russia to improve the main highway that connects the country with Finland and the Scandinavian nations of Sweden and Norway. Russia's 2865 Federal Highway Agency, Rosavtodor, is working on the plans for the upgrade to the Scandinavia highway, which runs from St Petersburg through Helsinki and eventually connects with Oslo. Under the plans, the highway will be widened to six lanes, with three in either direction. Estimates of US$1.5 billion have been set for the highway upgrade project in Russia.

    According to the Rosavtodor Federal Road Agency, a decision on a contractor for reconstruction of the northern section of the St Petersburg Ring Road, worth nearly US$96 million, has been suspended. The federal public institution St. Petersburg's Transport Bypass Construction Directorate, which manages the road, could not give any details regarding the suspension. The tender was announced in the end of 2014 and a decision on a contractor had already been postponed from June 30 to August 25.

    Around 10,000km of Russia’s roads will be repaired annually from 2014 according to Igor Astakhov, head of road operation and safety at the country’s Federal Highway Agency. Astakhov also said that the federal road network would fully meet quality requirements in Russia by late 2017. Currently, Russian authorities repair 6,600km per annum, around 1.5 times less than required. Only about 39% of the road network is said to be in a satisfactory condition.
