Approval for the work was granted by 2560 Vietnam's Ministry of Transport. The project was delayed due to late approval of the city's planning programme. The new road is costing US$372 million and the whole project also includes new roads linking to Thach Phuc, Thach That, Quoc Oai, and Chuong My. Meanwhile Vietnam-based Ocean Development Joint Stock Company (Ocean Development) has won a BOT project to upgrade a 30km section of National Highway 18. The road links Halong City and Uong Bi town in Quanh Ninh province and the work will take 36 months. The state will provide $18 million required to upgrade the highway, while the balance is coming from Ocean Development.
