These proposals are included in a discussion document intended to stimulate debate on congestion issues. The working group behind the paper includes industry experts and academic researcher. The team looked at technology and policy measures that could reduce congestion in the most critical transport sectors by 2030, evaluating which measures would be effective and value for money.

The traffic situation in Moscow is notorious with the city regularly suffering serious delays at peak periods, making it one of the 10 worst cities in the world for congestion. In a bid to improve the situation and reduce the jams, the city authorities are embarking on a series of road upgrades, as well as the construction of new urban links.
