90% of Ukraine roads require major repairs, according to state agency advisor

A reported 90% of Ukraine's 169,000kms of roads require major repairs at a minimum cost of US$55.49 billion (UAH 450bn), according to the advisor of the head of Ukravtodor state agency Engeniy Prusenko. The budget of the state program for motor road development in 2013-2018, approved by the Ukrainian cabinet of ministers in September 2012, amounts to UAH 264bn. Prusenko says that the program's funding is carried out according to plan, but it is not enough to conduct the needed amount of repairs.

The government allocated UAH 2bn for repair of road carpet holes at the beginning of February 2013. The minister of infrastructure, Vladimir Kozak, says that the aggregate area of road carpet holes currently amounts to 1.4 million m².

Over 300,000m² of roads in Ukraine's capital Kiev, or about 12% from its total road area, are said to need emergency repairs. Of that, 98,000m² are described as hazardous sectors with deep holes. According to the chief executive of Kievavtodor municipal corporation, Georgy Glinskiy, 85% of Kiev's roads have been used for 25-30 years without undergoing total overhaul due to lack of funding.

It is estimated that Kiev will need UAH 20bn to repair all of its roads. Kievavtodor is currently preparing a program for major repair of roads in 2014-2018 worth UAH 13bn.

    Around US$2.21 billion (UAH 18bn) will be invested in road construction and repairs in Ukraine in 2013. According to infrastructure minister Vladimir Kozak, intentional financial institutions will account for around $362.49 million (UAH 3bn) of the total investments.     Ukraine’s Shulgin State Road Research Institute (DNDI) said US$32.65billion (UAH 264bn) needs to be spent on the country’s roads from 2013-2018.
