Construction of a major 47km highway and sea protection dike development in Manila has been thrown into doubt after no bids were received for the US$2.65 billion contract.
Philippines media report that the Department of Public Works and Highways declared the auction for the six-lane Laguna Expressway Dike Project a failure after the three pre-qualified bidders didn’t submit bids.

The Philippines might separate a 47km six-lane road construction element from a complicated land reclamation and dike development contract recently shunned by preferred bidders. None of the three qualified bidders for the Laguna Lakeshore Expressway Dike public-private partnership deal submitted final bids for the contract. There were concerns over the legality of reclaiming 700 ha of land and whether investors could make money from it.
Road in the area around Mindanao in the Philippines will benefit from the provision of a loan worth US$380 million. This funding package is being supplied by the Asian Development Bank (ADB). The loan will be used for the Improving Growth Corridors in Mindanao Road Sector project. This is intended to improve and upgrade up to 280km of roads in the area. A further $123 million is being provided by the Philippines Government for the work, which will cost $503 million in all.
