A 162km stretch of Ecuador’s highway route 40 is to be upgraded, improving the road’s safety and capacity. The section of highway being improved includes the stretch that links the town of Santa Elena, which lies on the Pacific Coast, with the city of Guayaquil, on the Guayas River. The contract now includes work to 30km more of the highway than was originally planned. The contractor Verdu is to carry out the PPP deal, which is expected to be worth US$231 million over the 20-year concession period.

The Russian Government is now working on a national plan for a new network of highways to improve transport across the country. This programme has been initiated by the Russian president, Vladimir Putin. The aim of the plan is to increase the number of high quality, high speed roads linking the country.

Transport for London (TfL) has been granted a Development Consent Order (DCO) by the Department for Transport (DfT) for the Silvertown Tunnel. This new twin-bore road tunnel will run under the River Thames in East London. The DCO is the formal process giving the green light to any development categorised as a Nationally Significant Infrastructure Project (NSIP). Official UK Government figures reveal that convictions for traffic offences in England and Wales have been steadily increasing since 2013. Of concern is that there has been a 52% increase in convictions for dangerous driving in that period. There were guilty verdicts for 1.2 million traffic offences in 2006, according to an analysis of the data by IAM RoadSmart. The number of guilty verdicts for traffic offences then declined for seven years until 2014 when the total number of offences started rising again

Delays may be a possibility for the construction of the Agua Negra Tunnel, which will run through the Andes mountain range and connect Argentina and Chile. The tendering process is being held back while further geological studies are carried out. An analysis of the initial geological work carried out so far for the project has highlighted a number of discrepancies with the information gathered. A joint venture partnership has won the contract to build the Mumbai sea link crossing in India.

Upgrade work is now underway on a key section of National Road No3 in Cambodia. The 134km stretch connects Kamput with Bek Kus and the work will cost US$200 million. The Cambodian Government has budgeted to carry out the upgrade work. The financing for the project is backed by a loan from China, as is the project to build a 187km ring road around Phnom Penh.

Federal funds will help finance transport infrastructure upgrades in the Australian states of Victoria, Tasmania and South Australia. Road and rail projects will be carried out in all three states, with the road works intende dto cut congestion and improve journey times. The tender process is underway in Malaysia for the construction of a stretch of elevated highway in capital Kuala Lumpur. The raised section will run from the interesction with the Sprint Highway and Maarof Road to the intersection with Sprint Highway with Semantan Road. The cost of the project has not so far been revealed.

China’s Guizhou Province is setting out a massive budget for road expansion to boost access to rural areas. This will see the construction of some 50,000km of roads in 2018. In all US$3.15 billion is being spent on road development. So far 35,000km of road projects are underway in Guizhou Province with nearly 9,400km of road jobs already having been completed. By the end of the second quarter of 2018, all of the planned projects within this programme of works will be underway or complete.
